It's only 7 levels.
The last few characters have been around since the 1940's. They are extremely experienced. If you read the comics, these guys are major bad-asses.
Then I would say that is intentional. If they are meant to be 'major bad-asses', I think you hit it spot on.
Now, how do you see Green Lantern's Damage Die Bonus? +5, or at best +3?
If +5, wow, if +3, then why ever use Heroic? I ask because I am kind of torn here whether to just put:
Damage Die: HIGH +5 (because of X, Y, and Z)
Or line them out. With degrading power attacks (my house rule) I guess it would be better to have them lined out.

It's a total of +4. His damage die is +3, and he gets the automatic +1 for being a hero.
Note that Green Lantern was the original Green Lantern, back in the 40's. He was around for almost 20 years before Oa and the Guardians were invented.
Wildcat was also from the 40's. He TRAINED Batman in martial arts.
Flash is also from the 40's. He is one of the most powerful speedster's in the world.
All 3 were made in the real-world 40's. They've had their lives extended by a magic spell, and have even been around in the DC Universe since the 1940's.
The only other active character that is comparable is Superman.
One last comment, these levels are attainable by a PC, if you play long enough.
Doh, had forgotten about the +1 Damage for Heroes. Now I can do the math! I annotate it slightly different, so that is where my confusion lied.

I just write Heroic cause it's easier than "automatic bonus".
Also, these guys are at the very top of the power scale. You'll note most characters I am doing are not.
